My computer shows that pop ups are blocked. Is there any problem with software or hardware?

It's software.  There is a setting in your browser that will turn on or off pop-up blocking.  What browser are you using?

I am using Internet Explorer and I need to know, how I can cahnge pop up settings.

If you are using Internet Explorer 7, you can just click on Tools and then Pop-up Blocker to adjust the pop-up settings.  Internet Explorer 6 is similar, if I remember right.
