Which literally means "Are you in peace?", but in conversation means "How are you?".
My response is "Yes, I'm in peace" 네,안영하세요

Can you shorten this and just say "안녕"? Like saying "Hi"?

Yes, you can. I've done it in with people I know VERY well. Generally though its considered non-standard.
