It seems as though its a good rule.  However, seeing Kyle Busch take 5 of them and get back on the lead lap it seems there is a bit of a hole to drive thru there.

 (Dunno much about nascar, i watch for the crashes

The 'Lucky Dog' rule allows the first driver one-lap down to regain a lap and be at the end of the longest line on the lead lap.  It was designed to prevent racing back to the caution after a yellow flag.  Currently, there are no limits on how many times you can be the 'Lucky Dog'.
